Hello,
Even after update and upgrade, I am currently experiencing the same
issue.

Bug description:
libsystemd-dev wants libsystemd0 = 249.11-0ubuntu3 but 249.11-0ubuntu3.1 is installed.
libsystemd-dev should depend on libsystemd0 249.11-0ubuntu3.1 to allow its installation.
installation currently fails:
$ LANG=C sudo apt install libsystemd-dev
