I have the exact same problem on a fresh 22.04 Ubuntu Server Proxmox LXC container. 
libsystemd0 249.11-0ubuntu3.1 is installed on the system. Running code checks like mentioned yield the same result. 249.11-0ubuntu3.3 seem to be available in jammy-updates but apt upgrade|dist-upgrade etc. wont update the package. 

But isn't the problem with libsystemd-dev and not libsystemd0?
Error message say that libsystemd-dev depends on 249.11-0ubuntu3, this is an older version than installed on the system even. Seems to match the package version in jammy repo.

  libsystemd-dev wants libsystemd0 = 249.11-0ubuntu3 but 249.11-0ubuntu3.1 is installed.
  libsystemd-dev should depend on libsystemd0 249.11-0ubuntu3.1 to allow its installation.

  installation currently fails:
