This is not a bug in the systemd package, but an adverse interaction
with phased update support in apt: because Stable Release Updates are
rolled out progressively, the new version is not considered a candidate
on your system by apt and the previous version in updates that matches
the base packages you have installed is not longer available.

Phasing has completed for this SRU so you should now have no problem
installing the -dev package.

Bug description:
  libsystemd-dev wants libsystemd0 = 249.11-0ubuntu3 but 249.11-0ubuntu3.1 is installed.
  libsystemd-dev should depend on libsystemd0 249.11-0ubuntu3.1 to allow its installation.

  installation currently fails:

  $ LANG=C sudo apt install libsystemd-dev
