We tried this before and had to back it out because it makes ld.so and
libpthread.so incompatible
(https://bugs.launchpad.net/ubuntu/+source/glibc/+bug/1926379/comments/8).
We could probably try again by removing the part of the patch that adds
the tunable but it's a bit "once bitten twice shy" tbh.

Bug description:
  Hello,
  A bug has been fixed in glibc 2.32 that prevented certain combinations of libraries loading that employed TLS.

  The glibc-2.31 in Debian Bullseye has been fixed with a similar bug raised at:
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=964141

  Specifically the Debian package employed the following patches:
  https://salsa.debian.org/glibc-team/glibc/-/blob/bullseye/debian/patches/any/git-surplus-tls-accounting.diff

  Could that patch please also be picked up by the glibc-2.31 package in
  Ubuntu 20.04?
