Actually I was testing Server incorrectly and misjudged the issue.
Canary still has a problem.  Text updated to match.

- In a KVM using Subiquity doing an install with default values and Guided
- Encrypted LVM will fail to boot.

- On boot will be a password prompt to unlock the FS. If that is supplied,
- boot can continue.

- * ubuntu-21.04-live-server + unattended-upgrades: fail
