libsystemd-dev cannot be installed because of phased update
Status in systemd package in Ubuntu:

Bug description:
The current version of libsystem-dev (for Jammy) available is
249.11-0ubuntu3. However, the installed version of the required
libsystemd0 is 249.11-0ubuntu3.1. With the new update (version:
249.11-0ubuntu3.3) currently being rolled out in phases, the version
of libsystemd-dev compatible with the installed version of libsystemd0
((version: 249.11-0ubuntu3.1) is not available. Hence, installing
libsystemd-dev is currently impossible until the phased roll-out is
complete. I am not sure why there is a discrepancy between libsystemd-
dev and libsystemd0 exists in first place, but I am left with no other
option than wait for the phased rollout to be complete just to install
a package.
