[Bug 1964364] [NEW] Autoinstall does not support more than two vlans on a bonded interface

Public bug reported:

While attemping to pxe autoinstall a large number of Ubuntu 20.04 servers, we discovered the maximum number of vlan's supported by a bonded interface is two.
Adding a third vlan to the YAML config causes the autoinstall to crash.
Removing that third vlan causes the autoinstall to work just fine.
