Thank-you, I had broken the archive trying to get a source for an Android
Emulator; which broke it.
I managed to recreate /etc/apt/sources.list previously. When I received
your email, I was able to find the directions to add and enabled the
universe component of the Ubuntu archive.
Ultimily, I have successfully upgraded to 21.10.
Thank-you so very much for finding the underlying issue and the
resolution.
