netplan apply is calling 'systemctl start NetworkManager.service', so
this should be working nowadays.

Please re-open if this is still an issue.

  Fix Released

Bug description:
  Starting with the Ubuntu Server install, I get netplan driving
  systemd-networkd by default.

  If I change /etc/netplan/01-netcfg.yaml to point to NetworkManager,
  "netplan apply" doesn't fire up NetworkManager.

  Attached screenshot illustrates what I see.
