[Bug 1971692] [NEW] add Kinetic as a known release to lintian

Public bug reported:

Lintian in stable releases of Ubuntu don't know about kinetic and they
should.

Test Case
---------
1) Obtain or create a source.changes file with kinetic in it
2) Run 'lintian $package_source.changes'

With the current version of lintian you'll receive the following error:

E: $package changes: bad-distribution-in-changes-file kinetic

With the version of lintian from -proposed you'll receive no such error.
