  Remove charset-normalizer dependency

Status in requests package in Ubuntu:
  In Progress

Bug description:
  Since requests is in main and charset-normalizer is in universe, it
  either needs to be removed as a dependency or promoted for requests to
  work. Since charset-normalizer is only needed as a backup for chardet,
  which is in main, it should be removable without any issues.
