unfortunately, ppa-purge was unsuccessful:

# ppa-purge ppa:remmina-ppa-team/remmina-next
Updating packages lists
PPA to be removed: remmina-ppa-team remmina-next
Warning:  Could not find package list for PPA: remmina-ppa-team remmina-next

i verified the likelyhood remmina was a problem:

$ /usr/bin/apt policy remmina

and instead of ppa-purge, since lately i rarely use remmina:

# apt remove remmina
# add-apt-repository --remove ppa:remmina-ppa-team/remmina-next

^^ was *almost* but not quite the complete solution:

# apt autoremove

(libraries used by remmina also had a versioning problem)

DONE! (all good now)
[now why didn't ppa-purge work? dunno, as i lack the expertise to troubleshoot this utility]

  attempts to determine the problem by examining apt.log and main.log
  unsuccessful. log appears to indicate a problem in ubuntu-desktop and
  yet 'apt install -f' and 'apt install --fix-missing' and 'dpkg
  --configure -a ; dpkg -l | grep "^..R"' all report nothing amiss --
  system ready for upgrade.
