Maybe it's worth noting that I do NOT have secure boot enabled.
Searching on the web, it seems that many people are being hit by this,
and the solution is to manually apt-get install grub.
apt-get dist-ugprade seems fine with the proposed upgrade plan.

EDIT:I'm using the software update tool to do a regular package
upgrade on Xubuntu 20.04.
I think this might be an issue with softare-updater, honestly. But it won't upgrade grub, giving this as an explanation:
