[Bug 1991641] [NEW] PlasmaConfigSaver freezes Desktop after update to 22.04

Public bug reported:
Regular user for some years, without problem.
Since update to 22.04, whenever I recall a previously stored desktop setting (stored running 22.04!) the desktop becomes immediately inaccessible, no more mouse activity is available, only log out and log in re-institute access.
I wonder if I should file another bug, since any changes of the desktop
(applets, applications) are also not stored after a 'normal' shutdown
and restart; without any use of PlasmaConfigSaver.
