This has been explicitly dropped, in favor or feature-flags inside the
"netplan info" CLI:

Bug description:
As far as I can tell, there is no easy way to find out which version
of netplan is running. This makes it very painful to figure out things
like the version currently shipping with 18.04 is so old it does not
support wired 802.1x.
It would be nice to have a command line option like -v to find the
version.
