[Bug 1269840] [NEW] ubuntu-bug ubuntu-bug doesn't work

ubuntu-bug doesn't make program lookup when package lookup failed. This
is inconvenient for users, who don't know about `which` command. Is it
possible to automate lookup and continue search until something matches?
