The issue is resolved. I started disabling 3rd party apt repos and tried
a do-release-upgrade run for each disabled repo. Then I disabled the
Ubuntu ESM repos. That lead to the upgrader asking me if a new
sources.list should be generated. I confirmed and then saw the following
error while package lists from the Ubuntu Kinetic repos were being
fetched:

The following signatures couldn't be verified because the public key is
not available: NO_PUBKEY 871920D1991BC93C

I added the missing key using 'sudo apt-key adv --keyserver
keyserver.ubuntu.com --recv-keys 871920D1991BC93C'. Afterwards the
release upgrader ran successfully and I'm now on Ubuntu Kinetic Kudu.

All my entries in /etc/apt/sources.list from Ubuntu Jammy Jellyfish
begin with 'deb [signed-by=/usr/share/keyrings/ubuntu-archive-
keyring.gpg]' while the new ones for Kinetic Kudu just begin with 'deb'.
I think I removed the Ubuntu Archive Automatic Signing Key from
/etc/apt/trusted.gpg at some point because of the deprecation warning
during 'sudo apt update':

http://archive.ubuntu.com/ubuntu/dists/kinetic/InRelease: Key is stored
in legacy trusted.gpg keyring (/etc/apt/trusted.gpg), see the
DEPRECATION section in apt-key(8) for details.

I then added '[signed-by=/usr/share/keyrings/ubuntu-archive-
keyring.gpg]' to each Ubuntu repo entry in /etc/apt/sources.list.

Conclusion: It seems like the Ubuntu Archive Signing Key missing from
/etc/apt/trusted.gpg broke the ubuntu-release-upgrader.
