[Bug 1994016] [NEW] Outdated setuptools prevents editable installs

Public bug reported:

Because Ubuntu (22.04) comes with outdated setuptools, users are unable
to perform editable user installs (--editable --user).

The original bug from https://github.com/pypa/pip/issues/7953 was fixed
in setuptools 62.0.0 but Ubuntu is packaging an outdated 59.x version,
which does not include it.

https://github.com/pypa/setuptools/releases/tag/v62.0.0 is the first
version that fixed that.
