Ubuntu better.

Bug reporting is mostly about finding & fixing problems thus preventing
future users from hitting the same bug.

I'd suggest using an(other) official mirror as found on
https://launchpad.net/ubuntu/+archivemirrors

You appear to be using https://launchpad.net/ubuntu/+mirror/tux-users
and if you check the page, problems have been common of late. I had a
quick attempt using a web browser and was getting only errors.  Your
issue appears to be one where you need support; or should file a bug
against the mirror itself you are using (not the ubuntu-release-upgrader
code)
