Every entry in your /etc/apt/sources.list file is commented out except
for `deb http://download.webmin.com/download/repository sarge contrib`.
You'll need to reenable entries for the release you are running, focal,
and then install any updates that you might have missed. After that you
should be able to upgrade to 22.04.5.
