[Bug 1988857] [NEW] Unable to upgrade to 22.04 due to 'unresolved issues'

Public bug reported:

I attempted to upgrade to 22.04, at first it was reporting PPA issues, I
disabled all PPA from "other software" as it seems it was a common issue
on the previous upgrade from 18 to 20, this cleared the 'ppa-purge'
issue, and was able to reach further on the upgrade until the following
shows up.

Could not calculate the upgrade

An unresolvable problem occurred while calculating the upgrade.

 If none of this applies, then please report this bug using the command
'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If you want to
investigate this yourself the log files in '/var/log/dist-upgrade' will
contain details about the upgrade. Specifically, look at 'main.log' and
'apt.log'.
