[Bug 1990234] [NEW] No notification on Kubuntu

Public bug reported:

There was no notification about a new release upgrade (not even after
manually refreshing within Discover).

My dad was telling me he got some error message but it was displayed
only too short to read. When I checked it in the command line, I could
see that the repositories for "impish" could not be reached any more.
After further investigation, I found out that the support ended. There
was no notification or anything telling him to upgrade the distribution.
I had to manually search in order to find the website
https://help.ubuntu.com/community/JammyUpgrades/Kubuntu#Upgrade. and
start the upgrade via `pkexec do-release-upgrade -m desktop -f
DistUpgradeViewKDE` from the command line.

You already have the infrastructure to perform distribution upgrades,
the only thing missing is a regular check for new releases in
combination with a notification to the user.
