Let's stick to the following, please: over 2,300 packages in Ubuntu Main
and over 23,000 packages in Ubuntu Universe, meaning over 25,000
packages in total.
It should work for every LTS from Xenial forward.
Remember that:
Standard Ubuntu LTS gives you 5 years of coverage for Main, esm-infra
gives you additional 5 years (10 years total), and esm-apps gives you 10
years of security coverage for Universe.
both esm-infra and esm-apps are available with subscriptions (free and
paid)

Title:
Incorrect ESM coverage information
Status in software-properties package in Ubuntu:
New
Bug description:
Software Properties says that Extended Security Maintenance provides
security updates for over 30000 Ubuntu packages, see lines 1269 and
1346 in data/gtkbuilder/main.ui.
According to https://ubuntu.com/16-04, Canonical provides extended
security maintenance for binary packages that reside in the "main"
Ubuntu repository, which contains about 7000 architecture-specific
packages depending on the Ubuntu release. Moreover, ESM is only
provided for a part of packages, not for all packages in the "main"
repository.
