We've discussed this in Foundations, and for the small number of users
affected and the complexity of the packaging changes that were landed in
later series to disable this, we do not want to change popularity-
contest in SRU and will just let those users locally address the errors
from their cron mail.

Status in popularity-contest package in Ubuntu:
  Won't Fix

Bug description:
  Canonical IS is about to decom the popcon backend as it is no longer
  used. In order to avoid cron-jobs that are failing, the software
  should be tweaked to not send any data to popcon.ubuntu.com.

  As of 20-Sep-2022, there are about 5000 daily requests to the backend
  from 4000 unique IPs.

  Options could be not to trigger the popcon-upload script, or to upload
  to the debian server (not sure if that is viable).
