  subiquity loses serial install "rich mode" setting on refresh

Status in subiquity:
  Confirmed

Bug description:
  When installing over a serial console Subiquity asks if "rich mode" or
  "basic mode" should be used. If "rich mode" is selected, but later
  Subiquity is refreshed and restarted, the setting is lost and the
  installation proceeds in "basic mode".

  Easy way to reproduce: get an arm64 machine and install
  ubuntu-22.04-live-server-arm64.iso using virt-install.
