[Bug 2015929] [NEW] Move lib/ct.sym file into jdk-headless package

Public bug reported:

ct.sym was implemented in JEP 247[1] to ensure release compatibility when compiling java code and contains historical method signatures for the javac compiler. 
Currently it is installed as part of jre-headless package. 

Move file into jdk-headless package to reduce installation size.
