  NotAutomatic in -proposed for lunar and later breaks use of PROPOSED=1

Status in livecd-rootfs package in Ubuntu:
  Triaged

Bug description:
  Our -proposed pockets for lunar and later set NotAutomatic, which
  means apt will by default not pull packages from -proposed without
  additional configuration.

  This breaks the intent of running builds with PROPOSED=1 in the
  environment.
