  Netplan does not apply at VM startup

Status in netplan.io package in Ubuntu:
  Expired

Bug description:
  I have an Ubuntu VM 20.04 running on VMware 7.0
  When the system boots up netplan doesnt apply for the interface. I have to run sudo netplan apply for the interface to be alive.

  Here is my net config /etc/netplan/00-installer-config.yaml
