[Bug 2016438] [NEW] Disable jtreg tests in autopkgtest for openjdk-lts

Public bug reported:
The jtreg autopkgtests always fail some tests and very often time out
requiring retries. Until we fix the test environment for autopkgtest LP:
#2016437, we should disable those for openjdk-lts.
Temporary replace jtreg autopkgtests for openjdk-lts with java/javac
calls in line with openjdk-17, -20 so that we do not spend time running
always failing tests.
