Public bug reported:

I'm just trying to upgrade from 22.10 to 23.04 and the upgrade will not
begin.  The GUI installer says everything is up to date.  When I push
`Upgrade...` nothing happens.  If I open up the command line and run
`sudo do-release-upgrade` all that is returned is a message to install
updates...

There are no updates to install.  I've run `sudo apt update && sudo apt
upgrade` a dozen times.  There are no pending updates in Ubuntu
Software.
