This can be closed.  Apparently the "held back" updates were causing the
upgrade to abort.  It would be awesome if the UI or the `do-release-
upgrade` tools made this more clear.

Output from `sudo apt update`:

The following packages have been kept back:
  fwupd-unsigned libnautilus-extension4 nautilus nautilus-data
0 upgraded, 0 newly installed, 0 to remove and 4 not upgraded.
```

Then I manually installed them all:
`sudo apt install fwupd-unsigned libnautilus-extension4 nautilus nautilus-data`

Then I reran `sudo do-release-upgrade` and it now proceeds to work.

Bug description:
  I'm just trying to upgrade from 22.10 to 23.04 and the upgrade will
  not begin.  The GUI installer says everything is up to date.  When I
  push `Upgrade...` nothing happens.  If I open up the command line and
  run `sudo do-release-upgrade` all that is returned is a message to
  install updates...

  There are no updates to install.  I've run `sudo apt update && sudo
  apt upgrade` a dozen times.  There are no pending updates in Ubuntu
  Software.
