Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Bug reporting is about finding & fixing problems thus preventing future
users from hitting the same bug.

I'll mark this as incomplete; as this doesn't seem to be a linux kernel
bug (as you've filed), but possibly related to ubuntu-release-upgrader
or an attempt to do-release-upgrade from 22.10 to 23.04, or other; but
details instead were gathered against the linux kernel as that was what
bug was filed against.

I believe you'd benefit more from support. This question can be
converted into a question (which is geared at support), but text would
be easier than a png of text messages.
