I tried to reproduce your problem, but everything that I tested worked
on Ubuntu 22.04:

```
$ sudo timedatectl set-timezone Europe/Kyiv
$ ls -alh /etc/localtime 
lrwxrwxrwx 1 root root 31 Apr 26 15:15 /etc/localtime -> /usr/share/zoneinfo/Europe/Kyiv
$ cat /etc/timezone 
Europe/Kyiv
$ timedatectl
               Local time: Mi 2023-04-26 15:18:45 EEST
           Universal time: Mi 2023-04-26 12:18:45 UTC
                 RTC time: Mi 2023-04-26 12:18:44
                Time zone: Europe/Kyiv (EEST, +0300)
System clock synchronized: yes
              NTP service: active
          RTC in local TZ: no
```

The proposed workaround in the linked forum to set TZ=Europe/Kiev when
calling teams indicate that the problem is in MS Teams.

  Wrong Timezone Name in MS Teams - Kyiv instead of Kiev

Status in tzdata package in Ubuntu:
  Incomplete

Bug description:
  To solve MS Teams Calendar issue on Ubuntu, we need to update the time
  zone:

  > sudo timedatectl set-timezone Europe/Kyiv

  but it doesn't work, the only in old-fashioned spell 'kiev' works:

  > sudo timedatectl set-timezone Europe/Kiev

  So, is it possible to add the time zone 'Europe/Kyiv' to the list?
