Thank you for taking the time to report this bug and helping to make
Ubuntu better.

You've filed this against `ubiquity`, which in 23.04 was only used as
the *alternate* or *legacy* Desktop ISO, thus new releases (23.10 &
later) may not require the use `ubiquity` at all.

Yes many Ubuntu flavors used `ubiquity` (for 23.04), but they're
likewise expected to switch to the ubuntu-desktop-installer for 23.10 &
later.

Ubiquity will still likely be used for newer point releases of 22.04
(.3-.5), but I doubt new features will be added just for point releases.

If you're hoping for this to occur on new products, it maybe worth
filing it on a modern installer (ubuntu-desktop-installer has replaced
ubiquity)

Bug description:
  Yubikey and nitrokey are two usb keys that supports Gnupg (GnuPG/openpgp cards), it should be possible for the live installer to support them and use those to set up unlocking of the system.
  It might be feasible to include the possibility to create GnuPG keys on such devices if that function is also implemented in the live installer.
