[Bug 2018164] [NEW] Installing update 1:23.04.6 ubuntu-release-upgrader-core and ubuntu-release-upgrader-gtk after fresh install causes next boot to fail

Initially observed having successfully upgraded from 22.10 to 23.04

Using the new style installer from USB and only updating these three
packages causes the next and any future boots to fail (doesn't get to
grub):

Changes for ubuntu-release-upgrader-core versions:
Installed version: 1:23.04.5
Available version: 1:23.04.6

Version 1:23.04.6:

  * DistUpgradeQuirks: Stop ignoring crashes from tracker-extract-3 during
    upgrade as the underlying crash was fixed.

Changes for python3-distupgrade versions:
Installed version: 1:23.04.5
Available version: 1:23.04.6

Version 1:23.04.6:

  * DistUpgradeQuirks: Stop ignoring crashes from tracker-extract-3 during
    upgrade as the underlying crash was fixed.

I have been able to reproduce this several times on my system by doing a
fresh install and only updating the above packages. I have also done a
few clean installs without upgrading any of these packages which
consistently doesn't show the boot issue.
