Bug reporting is mostly about finding & fixing problems thus preventing
future users from hitting the same bug.

FYI:  There are some upgrades which require you to use other options
(refer `man apt` & read full-upgrade), though holds & other user
initiated action can prevent upgrades too. It may also be related to
phased updates (see https://discourse.ubuntu.com/t/about-apt-upgrade-
and-phased-updates/33649), thus support may be better suit you.

  when i use sudo aot upgrade i think that i upgrade all the packages
  but when i check manually thera are packages that are not upgrade and
  i have to do myself.:(
