The current dailies are now launching oem-config successfully, and I've
proceeded through first time set up with no issues (the initial fix for
this didn't *quite* work due to another DNS-related issue, but that's
now fixed as well).
There's one remaining issue: the resulting apt setup lacks the universe
and multiverse components, but we'll treat that as a separate issue.

Bug description:
The current Ubuntu raspi development images for mantic have several
issues since the switch to building them via ubuntu-image was made.
These include:
* The server image boots with an invalid DNS configuration (which
affects numerous things as a result, including sudo operation)
* The desktop image boots to a blank blue desktop and fails to run
oem-config (the first time setup process)
I suspect there are deficiencies in the pi-gadget for the desktop
branch; less sure what's going on with the server image currently.
