[Bug 2031222] [NEW] autopkgtest fails with latest fontconfig

Public bug reported:

libcupsfilters-tests requires fonts-dejavu-core. Previously that package
was pulled via fontconfig-config, but after this change:

fonts-noto-core is pulled instead, and the test fails:
