It's possible you had a bad write to your installation media or for some
other reason its contents could not be read correctly.

However,

Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021
and the Ubuntu MATE flavour somewhat earlier.

Closing as this bug report is no longer valid.
