dhcpcd got built on i386 in the release pocket so initramfs-tools has
migrated, unblocking this now.

Bug description:
  ubuntu-minimal 1.510 adds a breaks: on older initramfs-tools because
  older initramfs-tools versions need isc-dhcp-client.

  Unfortunately, britney does not ensure that ubuntu-minimal and
  initramfs-tools are coinstallable, so new ubuntu-minimal was allowed
  to migrate to the release pocket without new initramfs-tools.

    The following packages have unmet dependencies:
     ubuntu-minimal : Breaks: initramfs-tools (< 0.142ubuntu9~) but 0.142ubuntu8 is to be installed

  We need initramfs-tools -> dhcpcd -> glibc to unblock this, so I've
  rolled back ubuntu-meta and am blocking it in -proposed until that is
  resolved.
