[Bug 2033112] [NEW] /run in squashfs is not empty

Public bug reported:

The /run directory in the standard.squashfs in mantic-desktop-amd64.iso
20230825 is not empty as it should be:

$ sudo mount ~/devel/iso/mantic-desktop-amd64.iso /mnt
$ sudo mount /mnt/casper/standard.squashfs /mnt
$ ls /mnt/run/
adduser  log      openvpn-client        sendsigs.omit.d    systemd
dbus     mount    openvpn-server        shm                ufw.lock
dnsmasq  netplan  reboot-required       speech-dispatcher  user
lock     openvpn  reboot-required.pkgs  sudo
$

apparently we've failed to mount a tmpfs here at the right point during
the image build
