Bug description:
  After install with the 20230825.2 canary image a classic install (no
  tpm fde) has a wrong /etc/apt/sources.list:

  $ cat /mnt/1/etc/apt/sources.list
  deb http://archive.ubuntu.com/ubuntu mantic main restricted
  deb http://archive.ubuntu.com/ubuntu mantic-security main restricted
  deb http://archive.ubuntu.com/ubuntu mantic-updates main restricted
  $

  The correct sources.list after install should be much more complete
  including annotations:

  $ cat /mnt/2/etc/apt/sources.list
  # See http://help.ubuntu.com/community/UpgradeNotes for how to upgrade to
  # newer versions of the distribution.
  deb http://archive.ubuntu.com/ubuntu mantic main restricted
  # deb-src http://archive.ubuntu.com/ubuntu mantic main restricted

  ## Major bug fix updates produced after the final release of the
  ## distribution.
