  daily-canary manifest does not include snaps

Status in livecd-rootfs package in Ubuntu:
  Triaged

Bug description:
  The .manifest file for an Ubuntu daily-canary image does not include
  the snap lists which I would consider a regression. If you look at the
  following manifest you won't see any 'snap:' items.

  https://cdimage.ubuntu.com/daily-canary/20230728/mantic-desktop-
  canary-amd64.manifest

  However, in a daily-live image you will:
