  missing /etc/kernel-img.conf after plaintext install with canary image

Status in live-build package in Ubuntu:
  Fix Released

Bug description:
  After install with the 20230825.2 canary image a classic install (no
  tpm fde) is missing /etc/kernel-img.conf.

  We should probably get rid of this file on *all* systems, because
  /usr/share/perl5/DebianLinux.pm has the correct defaults without
  needing a config file.  But the installer shouldn't be behaving
  differently on canary than on non-canary wrt this.
