Ubuntu better.
Bug reporting is about finding & fixing problems thus preventing future
users from hitting the same bug.

The `apt` command is not the command used in release-upgrading (moving
from one release to a newer release), and Ubuntu 22.04 LTS does not
currently support upgrading to any other release than lunar (23.04)
being the next release currently. When 23.04 reaches EOL, that will then
switch to mantic (23.10), but currently that is only available for test
or QA purposes.
Your filing against `apt` or a package tool does not fit with the title;
https://launchpad.net/ubuntu-release-upgrader is the package involved in
release-upgrades; and your bug title, package filing and description
don't seem to match.
Unfortunately, we cannot work on this bug because your description
didn't include enough information. You may find it helpful to read "How
to report bugs effectively"

if you would then provide a more complete description of the problem.
