I see this in Aptlog.txt:

  MarkInstall libargon2-0:amd64 < 0~20190702-0.1+ubuntu20.10.1+deb.sury.org+1 @ii mK Ib > FU=0
    libargon2-0:amd64 Depends on libargon2-1:amd64 < 0~20190702-0.1+ubuntu20.10.1+deb.sury.org+1 -> 0~20190702+dfsg-3 @ii umU > (= 0~20190702-0.1+ubuntu20.10.1+deb.sury.org+1) can't be satisfied! (dep)

Which indicates that you still have packages from this PPA[1], which has
been known to cause upgrade issues in the past. Please try to remove all
packages installed from that PPA, and then try the upgrade again.

You do have many other PPAs in use, so it could be one of those as well.

  I believe the issue could be (from /var/log/dist-upgrade/apt.log):

  Ignore MarkInstall of initramfs-tools:amd64 < 0.142ubuntu2.2 |
  0.142ubuntu15.1 @ii pumH > as its mode (Keep) is protected
