[Bug 2045944] [NEW] all ubuntu-server preinstalled image builds fail with grub2 2.12~rc1-12ubuntu3

Public bug reported:

a new grub2 has published to the noble release pocket, and now all
ubuntu-server preinstalled image builds fail with a grub error:

+ chroot mountpoint grub-install /dev/loop3 --boot-directory=/boot --efi-directory=/boot/efi --target=x86_64-efi --uefi-secure-boot --no-nvram
Installing for x86_64-efi platform.
grub-install: error: failed to get canonical path of `/boot/grub/x86_64-efi'.

Same error in all the riscv64 and arm64 builds (though a different boot
path of course).
