Bug description:
  python-launchpadlib is currently one of the blockers for the migration
  of python3-defaults, which adds support for Python 3.12.

  The culprit seems to be one of launchpadlib's dependencies:
  lazr.restfulclient, which uses deprecated ConfigParser.readfp, removed
  from Python 3.12
  (https://docs.python.org/3.12/library/configparser.html#configparser.ConfigParser.read_file).

  This bugs tracks the work to fix the issue on lazr.restfulclient and
  affected packages.
