  Move libgitlab-api-v4-perl to Recommends on Ubuntu

Status in devscripts package in Ubuntu:

Bug description:

  We want to move libgitlab-api-v4-perl to Suggests on Ubuntu so we can
  demote it and libio-prompter-perl to Universe. The main reason is to
  avoid at least 2 MIRs due to new dependencies of libio-prompter-perl.

  These MIRs are blocking the proposed migration of libio-prompter-perl.

  libgitlab-api-v4-perl is used for Salsa related maintenance and, if
  not preset, devscripts will show a message asking to install it.

  This change was already accepted upstream so the delta can be dropped
  on the next update:
