Thank you for reporting this error. However, it seems your libc package isn't from the Bionic archive (where it would have been 2.27-0ubuntu2.6 or 2.27-0ubuntu7, not 2.28-0ubuntu1. This likely means it has been installed from a third-party source, which we cannot support. In consequence, I'm closing this bug as Invalid.
